About Sean Herman
Raised on a New Jersey farm, I learned early the need for sustainably managing and conserving natural resources. So I have focused my career on solving these challenges for people, public agencies, and businesses. That focus typically involves the intersection of water quality, water management, and land use issues. Given my focus, I have developed substantial experience with statutes like the California Environmental Quality Act (CEQA); California Endangered Species Act (CESA); Clean Water Act; Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA); Endangered Species Act (ESA); Hazardous Substance Account Act (HSAA); Porter-Cologne Water Quality Control Act; National Environmental Policy Act (NEPA); California Safe Drinking Water and Toxic Enforcement Act of 1986 (Prop 65); Resource Conservation and Recovery Act (RCRA); and the Sustainable Groundwater Management Act (SGMA). I am admitted to practice law in California, New Jersey, New York, the U.S. District Courts in California and New Jersey, and the Ninth Circuit Court of Appeals.
