Sam’s practice focuses on three core areas – assisting clients navigate federal and state environmental, energy, and climate change-related laws, advancing energy and infrastructure project development, and minimizing legal and reputational risks associated with multinational clients’ supply chains, project development, and associated global operations. He is a former attorney with the U.S. Environmental Protection Agency (EPA), in the Office of Regional Counsel in San Francisco (Region 9) and in New York (Region 2), and the Office of General Counsel in Washington, DC. In the US, he assists clients comply with federal and state environmental, energy and climate change-related laws laws, including compliance counseling, obtaining regulatory authorizations, facility and corporate audits, project and transactional due diligence, citizen suits, administrative and civil enforcement defense, and litigation. His clients rely on his experience when navigating federal statutes and state-equivalent programs. Sam co-leads the firm’s energy transition practice, where he focuses on supporting corporate climate change-related strategies on the path toward decarbonization and reduction in greenhouse gas emissions. In this role he serves as counsel for a diverse range of clients’ projects, including offshore wind, carbon capture and sequestration hubs, direct air capture, green and blue hydrogen and ammonia, enhanced geothermal, mining and mineral processing of critical minerals (e.g., cobalt, lithium, boron) and the development and regulation of the associated linear and other supporting infrastructure and operations. He also advises clients on carbon markets and trading, including navigating regulatory and voluntary carbon markets and the generation, purchase and sale of carbon offsets. Sam also co-leads the firm’s global product stewardship and sustainability practice and for non-US matters he works to ensure consistency with nation-based laws, international legal frameworks, and industry-specific standards. He counsels on the development and the associated compliance with facility-specific Environmental and Social Impact Assessments (ESIA) and advising on consistency with international environmental, health, safety and social (EHSS) standards.
