About Robert Kwong
Robert N. Kwong brings over 25 years of experience in land use and environmental law to Nossaman (www.nossaman.com). Prior to joining Nossaman's Environmental & Land Use Practice Group, Kwong has extensive experience representing private parties and public entities on a variety of complex and/or controversial issues by providing advisory, litigation and transactional representation to the Resource Management Agency’s Planning, Environmental Health, Code Compliance and Building & Safety Divisions. His work focused on California land use planning, zoning and permitting laws and regulations; the California Environmental Quality Act (CEQA); waste management issues; National Environmental Policy Act (NEPA); Clean Water Act issues; regulatory fees and exactions; the Brown Act Open Meeting Law; California Political Reform Act and Public Records Act matters; California Coastal Act and code enforcement issues. Kwong also has background and experience in federal and California Clean Air Acts and regulations having represented the South Coast Air Quality Management District, the Bay Area Air Quality Management District, and the Ventura County Air Pollution Control District on permitting, rule development, and compliance issues.
