About Rebecca Bailey
Rebecca Bailey represents and counsels public school districts, charter schools, and other governmental entities concerning all areas of education and government law including labor and employment matters, special education law, student discipline concerns, employee grievances and terminations, contracts and service agreements, governmental immunity, civil rights matters, and state and federal litigation. She advocates for her clients before the Texas Education Agency, the EEOC, the Office for Civil Rights, and other administrative and regulatory agencies. Ms. Bailey also handles employment discrimination and civil rights cases, including claims brought under the First and Fourteenth Amendments, Title VII, Title IX, the Americans with Disabilities Act (ADA), and the Age Discrimination in Employment Act (ADEA). Prior to joining Thompson & Horton, Ms. Bailey litigated complex matters on behalf of corporations, individuals, and governmental entities, practicing in both state and federal court. Ms. Bailey is a magna cum laude graduate of Georgetown College and an honors graduate of the University of Cincinnati College of Law. Before becoming an attorney, Ms. Bailey worked as an elementary school teacher and taught fifth grade language arts and social studies. In her spare time, she enjoys hanging out with her husband and two kids, visiting family and friends in OH/KY, and running around the Bayou Bend Trails, Rice University, and Memorial Park.
