Responsible for advising Presidents and other top administrators at the Chancellor's Office and CSU campuses on the full array of legal matters facing the University. This wide range of of issues encompasses the areas of labor and employment, business and administration, and academic and student affairs. Labor and employment matters include discrimination, harassment, disability accommodation, wage and hour, benefits, union concerns, employee discipline, and faculty status disputes. Business and administrative matters include advice with regard to risk management; construction and development including public-private partnerships, real property rights, CEQA, disputes and bid protests, among others. Often involved in the negotiation and drafting of contracts such as leases, rights of way, facility and service agreements. Academic and student affairs matters include First Amendment, student discipline, Title IX, international agreements, Public Records Act and other information requests, sponsored research, and fund raising. Also, manages outside counsel and litigation and have appeared at various administrative agencies including the Public Employment Relations Board, the State Personnel Board, the Department of Fair Employment and Housing, the Labor Commissioner, and arbitration panels. At PERB, have successfully defended unfair labor practice charges of systemwide and campus-based significance on a wide variety of disputes including, allegations of unilateral changes, contracting out, Weingarten, and union right to release time. Often presents to campuses, human resource directors, athletic directors, and have presented to the National Association of College and University Attorneys on numerous topics. As Assistant Vice Chancellor & Chief Counsel - Human Resources, manages a team of seven attorneys who provide the systemwide legal guidance on the full spectrum of employment issues including bargaining and legislative analysis.
