Luke McConville

I joined NGC in 2017. My practice focuses on representation of municipalities as law director and solicitor, including providing legal opinions to Mayors and Council members, drafting of legislation and policy, advising administrative boards and commissions, and participating in local development negotiations. I also counsel closely held businesses and physician and dental practices in business transactions, including the purchase and sale of real estate, commercial lease transactions, the buying and selling of physician and dental practices, and employment related issues. In 2004, I was appointed Law Director of Sheffield Village and served in that capacity through 2007. I am currently the Solicitor for the Village of Middlefield and the Village of Hiram. I previously served as Law Director for the City of University Heights from 2015 to 2024 and as Solicitor for the Village of Newburgh Heights from 2010 through 2023. I have counseled my municipal clients in land use disputes, tax disputes, zoning and planning issues, police, fire and service department personnel matters, eminent domain litigation, municipal bond financing transactions, assessment projects, real estate and equipment acquisitions and various other municipal law issues. I graduated from the College of the Holy Cross in 1992 and promptly joined the Jesuit Volunteer Corps, serving in Yakima, Washington. I graduated from the Case Western Reserve School of Law in 1996.
