Leslie Baugh

Les is a seasoned senior executive, manager, and attorney with broad regulatory, litigation, international, transactional, real estate, labor, energy, environment, business, managerial, and board of directors experience; served as Chief Ethics Officer; and managed numerous internal investigations. Les was a Partner-Chair of Norton Rose Fulbright (formerly Fulbright and Jaworski); a Shareholder in Brownstein Hyatt Farber; senior officer and general counsel for Fortune 500 companies; former Legislative Aide at the U.S. Senate; and Army officer. Les negotiated the merger and successfully oversaw numerous diverse teams through the complex legal, regulatory, labor, real estate, and public relations process to create Sempra Energy. Restructured Niagara Mohawk Power Company, raising the stock price from $4 to $9 a share, then the following year sold it for $19 per share. Les has lived, studied, and worked internationally, including in Europe, Mexico, South America, the Middle East, Africa, Canada, and Asia. He has had decades of experience with non-profits. He is a Tribal Resiliency in Electricity Foundation member; a council member of the Pacific Council on International Policy; an Independent Observer (NGO) at Camp Justice in Guantanamo Bay for trail of 9/11 terrorists; prepared a White Paper on the rebuilding of resilient utility services in Puerto Rico.; testified before Congress on SEC matters, testified before California Assembly and California Senate and Congress; advised Pentagon on various matters; represented defense contractor; conducted approximately 100 internal investigations; drafted corporate policies; restructured several companies; assisted in the drafting of the Endangered Sougered Species Act, Clean Air Act 1970, Clean Water Act, Offshore Drilling Act, the Federal Noise Abatement Act; chaired North American Policy Study Group of the Carbon Market Investors Association; chaired Legal Committee of the American Gas Association and Vice-Chair-Electric, of the American Bar Association, Utility Section; advisor to 2016 U.S. presidential campaign; and a frequent speaker and author on a wide variety of subjects. He is a Distinguish Fellow at Northeastern University (GRI), a Fellow of the American Bar, elected to the American Law Institute, awarded Outstanding Corporate Counsel by the Los Angeles Bar (corporate), and received the Chief Dan Smith Life Time Achievement award at the Red Nations International Film Festival. He is admitted to practice in California, New York, the District of Columbia, the U.S. Supreme Court, etc.
