About Laura Sheppard
My doctoral work in forensic psychology, public policy, and law focuses on adultification bias in criminal sentencing, and informs my broader interest in sentencing reform and parole policy. I serve as an expert witness and consultant on California post-conviction sentencing law, prison and parole policy, and criminal psychology. I advise attorneys statewide on parole outcomes, prison credits, and resentencing strategy. I am a criminal defense and post-conviction attorney with 17 years of experience specializing in California parole, resentencing, and appellate litigation. My practice focuses on representing individuals in parole suitability hearings, post-conviction relief, and sentence review. I have conducted more than 400 parole hearings and helped secure the release of over 170 individuals serving life sentences. My work includes parole advocacy, resentencing under evolving California statutes, and habeas and appellate litigation. I am also the author of a published decision, In re Chase C. (2015) 243 Cal.App.4th 107. I am an adjunct faculty member teaching criminal law and legal research and writing, and I regularly provide trainings to public defenders and appointed counsel on parole and resentencing law.
