About Karriann Hinds
My career has been built on a simple but demanding premise: budgets are moral documents — they reflect what a society chooses to value. When vulnerable communities lack access to essential services, the gap is rarely just a resource problem. It is a structural one, rooted in who has advocates at the table when those decisions are made. My work is about being one of those advocates — identifying where the inequity exists, building the case for a solution, securing the resources, and constructing the infrastructure to make access real and lasting. As Chief Strategy Officer at Vista Del Mar Child and Family Services, I work alongside the CEO to diversify the organization's business strategy, reduce dependency on single funding streams, and build new lines of service that expand access to behavioral health and child welfare programs for vulnerable communities in Los Angeles and beyond. My background as a licensed attorney shapes how I move through this work — I understand the legal and policy frameworks that govern how public resources are allocated, which allows me to build strategies that are not only ambitious but structurally sound and implementable.Recent work includes:• Leading two BHCIP-funded capital projects to develop psychiatric residential treatment facility (PRTF) capacity for youth with co-occurring mental health and substance use disorders — from funding strategy and award through construction management, licensing, and program launch• Driving organization-wide fiscal sustainability strategy, including business diversification, deficit management, and the development of new public sector partnerships and revenue streams across city, county, state, and federal funding sourcesMy civic appointments — including as a Gubernatorial Appointee to the California Board of Accountancy, Commissioner on the Los Angeles County Commission for Women, and long-tenured board member of the ACLU of Southern California — reflect a sustained commitment to governance, public accountability, and cross-sector leadership that informs how I work.I am open to conversations about strategic partnerships, business development opportunities, advisory roles, and executive engagements where this kind of cross-sector, full-cycle leadership creates value.
