About Jennifer Kropke

Jennifer was previously appointed by President Biden as the first Director of Energy Jobs, Department of Energy where she provided expert policy analysis to the Secretary of Energy, Jennifer Granholm, regarding energy opportunities, workforce development and legislative proposals. An expert in workforce development and energy, she also drafted DOE policy for Vice President Kamala Harris’ Task Force on Worker Organizing, President Biden’s Inter-Agency Working Group on Coal and Power Plant Communities, and President Biden’s Executive Order on the Use of Project Labor Agreements. Prior to that, she was the International Brotherhood of Electrical Workers, Local Union 11's First Director of Workforce and Environmental Engagement and provided policy expertise in zero-emission transportation, port electrification, as well as identifying emerging energy areas such as hydrogen-electric applications, carbon-capture, cap and trade policy, battery energy storage, and micro-grids. -Appointed by Governor Newsom as a member of the California Air Resources Board Independent Emissions Market Advisory Committee ("IEMAC") involving California Cap & Trade policy, - Appointed by Los Angeles Mayor Eric Garcetti to the City of Los Angeles Workforce Development Board, -Elected to the Los Angeles Metropolitan Transit Agency (LA Metro) Vice-Chair, Sustainability, -Appointed a labor member of the California Public Utilities Commission ("PUC") Procurement Review Group. She is a graduate of the UCLA School of Law and is admitted to practice in both California and New York. -Appointed to the Biden-Harris 2020 National Policy Task Force for Climate, Energy & Environment, Lead author for Workforce Aspects of Zero Emissions and Lead Author for Port Electrification Documents; and invited by the US State Department to present at the Brasil Solar Conference. -Elevated the IBEW/NECA’s policy impact and visibility as a clean energy leader via the initiation of direct advocacy with California Air Resource Board (CARB), LA County Board of Supervisors, Los Angeles Metro, Ports of Long Beach and LA and community choice aggregators, and presenting at public proceedings, regulatory hearings and town halls. -Expertise in accelerating a renewable/emergent energy strategies involving both executive leadership and the broader membership, promoting dialogues demonstrating long-term viability and ROI. -Expertise in facilitating bills at the State and National level that advanced policy objectives.
