James Whitehouse

Board Certified Expert City, County & Local Government Law Mr. Whitehouse’s primary practice consists of a multitude of land use and local government matters, including many comprehensive plan and zoning issues; general civil litigation; real property and real estate litigation; contract negotiation, drafting and litigation; confidentiality agreements; probate matters and wills and estate planning. Mr. Whitehouse’s practice also includes local government law, an area in which he has been certified by the Florida Bar as an expert and specialist, including serving as Assistant City Attorney and Police Legal Advisor for the City of St. Augustine, Florida, as the Chief Land Use Attorney and the Deputy County Attorney for St. Johns County, Florida, and as counsel for the Planning & Zoning Board and City Commission of the City of St. Augustine Beach. Mr. Whitehouse has extensive experience working with all participants in the real estate development business and working intimately with the various local governments and their staff. Mr. Whitehouse has also handled numerous litigation matters, including contested comprehensive planning and zoning matters at Administrative Hearings and in the Trial and Appellate Courts, as well as a number of contested matters in the Federal Courts. Additionally, Mr. Whitehouse has represented both plaintiffs and defendants in disputes involving all types of claims and he has extensive trial experience, including many jury and non-jury trials, as well as vast experience in both mediation and arbitration. Further, he has negotiated, drafted and reviewed hundreds of contracts and various agreements in all subject matter areas. In sum, Mr. Whitehouse is a well-rounded, extremely experienced, highly educated, skilled legal practitioner, who sincerely enjoys the practice of law.
