About Irene Chen

My practice areas include international trade, customs, export controls, antidumping duty and countervailing duty matters, and commercial litigation. I represent producers/exporters and U.S. importers in antidumping and countervailing duty proceedings before the U.S. Department of Commerce and the U.S. International Trade Commission. I also advise and assist clients on customs, export controls compliance and trade-related matters pending before the U.S. government. My work includes representing multinational clients in litigating commercial disputes in U.S. Federal and State Courts. Over the years, I have helped clients in obtaining court rulings to have Commerce Department and the U.S. International Trade Commission decisions reversed, as well as to recover overpayment of duties collected by U.S. Customs. As a former attorney at the U.S. Department of Commerce and the U.S. International Trade Commission, I bring a unique perspective to cases before the U.S. government. My work at the Commerce Department included advising the Office of Trade Enforcement and Compliance division on its antidumping and countervailing duty investigations and reviews. While at Commerce, I represented the U.S. government in international trade litigation matters, including cases at the U.S. Court of International Trade, the U.S. Court of Appeals for the Federal Circuit, and the World Trade Organization. While at Commerce, I also served as a legal advisor to the Customs Liaison unit of the Import Administrative, rendering legal advice on matters pertaining to Customs matters. I also served as senior counsel to the Statutory Import Programs Staff, and evaluated the antidumping and countervailing duty laws of several foreign countries for compliance with the Agreement on the Implementation of Article VI of GATT 1994, the Agreement on Subsidies and Countervailing Measures, and the Agreement on Safeguards. My work at Commerce also included advising the Office of Textile Agreements regarding provisions in the Dominican Republic-Central America Free Trade Agreement.(CAFTA) and the Caribbean Basin Economic Recovery Act (CBERA). Prior to my work at the Department of Commerce, I served as a staff attorney in the Office of the General Counsel at the U.S. International Trade Commission, where I advised the Commission on matters pertaining to injury determinations in antidumping and countervailing duty investigations.
