David Weeks

Mr. D. Anthony “Tony” Weeks is a practicing member of the Washington State Bar Association since 1977. His practice has focused on state, federal and international government law. Mr. Weeks served as an Assistant Attorney General for the State of Washington; Litigation Attorney for the Walla Walla District U.S. Army Corps of Engineers; Litigation Attorney for the Office of Chief Counsel, U.S. Department of Energy (DOE - Hanford). His international experience includes three years as Deputy SJA (USMC) MCAS Iwakuni, Japan; three years as Assistant Division Counsel, European Division, U.S. Army Corps of Engineers; and service as Liaison for the 4th Infantry Division Engineer, in Tikrit, Iraq. While serving as the Source Selection Board Counsel for the U.S. Department of Energy, he advised on the successful $7.1 Billion award of the Hanford Waste Vitrification Facility. He then served as the Command Counsel, Saudi Arabian National Guard Modernization Program (OPM-SANG), Riyadh, Saudi Arabia, the U.S. Army's largest Foreign Military Sales customer. In supporting OPM-SANG, Mr. Weeks served as legal counsel for a $16 Billion Foreign Military Sales Agreement between the Kingdom of Saudi Arabia and the United States. Upon successful completion of that Agreement, Mr. Weeks was assigned to the Mission Installation Contracting Command (MICC), Ft. Hood Texas, where he managed all attorneys advising U.S. Army Contracting Officers located at US Army Posts west of the Mississippi River. He also taught Federal Procurement Law for the USDA Graduate School from 1999 - 2008; he twice presented at the National Contract Management Association (NCMA) Worldwide Conference, and was featured in two NCMA Podcasts: “Protests Sustained: 2006 and 2007 Year in Review."
