Andrew Miller

Deborah is a partner at Shute, Mihaly & Weinberger LLP. She joined the firm in 2004, after graduating from the University of California, Berkeley, School of Law with a certificate in environmental law. Her practice emphasizes public agency representation. Deborah is general counsel to the Transbay Joint Powers Authority, the Central Contra Costa Solid Waste Authority (RecycleSmart), and the Monterey Regional Waste Management District (ReGen). She has experience advising clients regarding real estate acquisition, management, disposition, and development; relocation for public projects; public contracting; federal, state, local, and private funding for public projects; intergovernmental agreements; public-private partnerships; safety and security of public projects; post-redevelopment; solid waste management; CEQA; ethics; and other public agency law issues. Ms. Miller represents public agencies bringing condemnation actions for redevelopment, transit, and other public projects; she has favorably resolved numerous eminent domain cases. Ms. Miller has litigation experience in state and federal court on a variety of land use and environmental matters, including representing public agencies defending challenges to public transit and solar power projects and bringing litigation challenging proposed airport development and the rules governing liquefied natural gas expansion. Ms. Miller also advises clients in administrative proceedings before the state Public Utilities Commission and the Federal Energy Regulatory Commission. Ms. Miller was recognized as one of California’s “Top 20 Under 40” attorneys by The Daily Journal. She has been named as a Northern California Super Lawyers “Rising Star.”
