Alexander Chen

I began my career with the predecessor to Schaffer Lax McNaughton & Chen in 1982, and became partner there in 1987. I am a founding partner in Chen Horwitz & Franklin. I have focused my time in the construction and environmental areas. Early in my career, I worked in the then emerging area of hazardous waste regulation and remediation, focusing on CERCLA (Superfund) and RCRA litigation, including the seminal litigation over enforcement and personal injury cases related to the Stringfellow, McColl, Operating Industries, and Casmalia hazardous waste disposal facilities, in state and federal courts. More recently, I have concentrated on construction, both in litigation and transactional areas, representing developers, general contractors, design professionals, subcontractors, construction managers, and component manufacturers and material suppliers. My heavy trial experience has been focused in the practice areas of construction defect, construction contract dispute, asbestos related property damage, toxic tort, hazardous waste disposal enforcement, and personal injury, in both state and federal courts. I was named a California Super Lawyer in 2006, and have received that recognition every year from 2012 through 2018. I am a member of the: State Bar of California, Los Angeles County Bar Association; Association of Southern California Defense Counsel. I am admitted to the U.S. Court of Appeals, Ninth Circuit and U.S. District Court, Central District. Alex graduated B.A., cum laude, from the University of California at San Diego, 1978 and received my law degree from the prestigious Hastings College of Law, University of California, 1981 where I was Staff Editor, COMMENT, Journal of Communications and Entertainment Law, 1980-1981. I am married and have four children. I enjoy skiing, tennis, basketball, and old cars. My family and I are animal lovers, and we currently have two rescue pets, an Old English Sheepdog (OES Rescue), and a Ragdoll Siamese cat.
