About Alberto Carrero
Alberto Carrero, Esq. was born and raised in San Juan, Puerto Rico. He attended Rice University, in Houston, Texas, where he earned his B.A. in Economics (2000). Alberto studied law at the Washington College of Law, joined the Florida Bar in 2004, and is also licensed by the Federal Bar for the Southern District of Florida and the District of Puerto Rico. Mr. Carrero is a former Miami-Dade Assistant Public Defender, and provided representation in real estate and bankruptcy cases via in-house roles and his own law practice. In 2018 Mr. Carrero sold his practice and moved back to Puerto Rico after accepted a position as Senior Advisor at AAFAF (Puerto Rico's Fiscal Agent and Financial Advisory Agency), assisting the government in areas such as contract review, debt restructuring, and implementation of structural reforms and Ease of Doing Business initiatives. In 2019 and 2020 Mr. Carrero served as a Senior Manager at Horne LLP, where he led the implementation of CDBG-DR-funded economic recovery programs related to Hurricane Maria. In 2021 Mr. Carrero joined the Central Office of Recovery, Reconstruction and Resiliency (COR3) which leads the coordination of federal assistance related to FEMA and Puerto Rico’s recovery, becoming the Director of the Hazard Mitigation Grant Program. From 2022 to 2025, Mr. Carrero worked at the United States Congress-created Fiscal & Oversight Board for Puerto Rico and now practices in federal court in Florida and Puerto Rico with Rivera Law Firm PA.
