About Kirk Lowry
I have been the legal director for two state-wide legal services programs in Kansas and Connecticut. I have supervised staff attorneys in civil rights areas of disability law, civil rights of institutionalized persons, constitutional liberty interests, and discharge planning and right to receive services in the most integrated setting. I enjoy representing clients and trying cases in addition to supervisory functions. I have tried cases in district courts/superior courts, courts of appeal, and Supreme Courts in the state and federal court systems. Specialties: Managment of state-wide legal services programs and prosecution of civil rights cases.
