Almost 40 years of experience in advising clients, as well as defending, prosecuting and developing zoning, land use planning, and codes enforcement cases, ordinances, statutes, and regulations. I speak frequently on codes enforcement and zoning issues, including presentations to the International Code Council, as well as various organizations for lawyers, planners, engineers, and codes officials. I was the author of the original “Legal Aspects of Codes Administration” published by the ICC, and I have written several other books on codes enforcement and land use planning, including “Tennessee Zoning Boards: Practice and Procedure,” and “Legal Handbook for Tennessee Codes Officials,” both published in 2009.
