About David Weber
I am a Teaching Professor at West Virginia University, and an internationally-recognized expert in fraud and forensic accounting. I bring three decades of experience in regulatory enforcement, investigations, accounting and law, having served as the U.S. Securities and Exchange Commission's chief investigator, and as the section chief for the FDIC's Enforcement Unit I. I also served as a special counsel for enforcement at the Office of the Comptroller of the Currency, U.S. Department of the Treasury. In addition to academia, I serve as an expert witness, consultant, and represent whistleblowers. My clients have thus far received eight-figure payouts for reporting misconduct to SEC, DOJ, FinCEN and the banking agencies. I am a trusted advisor to shareholders, boards of directors, special investigation and audit committees. In recognition of my contributions to the field, I was honored as the Certified Fraud Examiner of the Year by the Association of Certified Fraud Examiners for 2024 - 2025, and served as a member of the board of governors (bar council) for the Virginia State Bar from 2022 - 2025. I continue to serve as a member and rotating chair of Maryland Attorney Grievance Commission Peer Review Committee hearing panels, and as an associate editor of the Journal of Forensic Accounting Research.
