About Scott Winkler

I consider myself fortunate to have experienced three professional occupations. Upon graduating college, I received unrivaled training as a relationship manager in banking at Wells Fargo Bank. Using my hometown relationships and banking experience, I began to climb up the corporate banking latter. First starting with two well ran independent banks, San Joaquin & California Republic, I was mentored by the best and most prominent bankers in the valley. Being mentored from commercial lenders highly respected in the Valley such as Keith Brice (President, MSDC, SBA 504 loans) Phil Mclaughlin (Long time community bank executive serving as EVP at Valley Republic). Rob Hallum (SVP of Ag Lending at Mission Bank) and Mike Congdon (Chief Credit Officer, Miasion Bank) built the foundation of my banking background. My banking journey truly took me full circle, finishing my banking career where it began at Wells Fargo, in their Regional Commercial Banking Office, a department that focused on loans from $1,000,000 - $200,000,000. I left Wells Fargo’s RCBO when Rob Yraceburu, a dynamic and very sharp rising star at Wells Fargo, was heading the Bakersfield RCBO. Mr. Yraceburn freely imparted his wisdom to myself and consistently represented how a leader should handle all Bank employees. Without micro-managing every aspect of relationship managers, he believed the end of each month would dictate how hard each person worked by monthly progress reports. Mr. Yraceburn is now the President of Wonderful, a $4 billion citrus and nut corp. After four years of law school and working full time, I earned my Juris Doctorate in 2000. I remained blessed when I was able to begin my legal career with Clifford & Brown, a highly respected firm thoughout the state, working in the field of business law. After a few years of great training, I wanted to work for attorney David Torres, a criminal law specialist who provided fantastic leadership and became responsible for teaching me the skill of litigation. I started my own practice in 2003, and used the set of tools I had leaned to help the community in Northern Kern County which is a lower socioeconomic area, similar to me childhood. I was honored to be invited by California State University, Bakersfield, to be a lecturing professor, teaching 2 classes every semester from 2018-2020 (present). Having worked in three powerhouse industries, has given me the perspective wanting to consistently learn more and ultimately give back to my hometown that has been so good to me.
