About Lurese Terrell
With over 20 years of experience, the last 15 or more in health law, I have provided legal services to a wide variety of health care providers. My early representations were with home health and ambulance providers, but my representations have expanded to all ancillary provider types, physicians, nurses, therapists, and other non-hospital healthcare providers. Provider compliance is at the core of my representations. My representation includes regulatory and administrative defense, Medicare, Medicaid, and Insurance enrollment and overpayment representations. I represent healthcare providers before their licensing Boards and licensing Agencies. I represent providers before the DEA. I assist providers and suppliers with issues in compliance, HIPAA, antikickback statute issues, Stark law issues, business formation, civil litigation, legal opinions, drafting and reviewing contracts, directing transactions, employment issues, corporate compliance programs, corporate integrity agreements, and other related work. I have assisted clients reporting PHI breaches to the Office of Civil Rights, and I have sought advisory opinions from HHS OIG for clients. I defend against FCA claims and am admitted to both state and federal courts in Texas as well as the 5th Circuit and US Supreme Court. I work both plaintiff and defense sides of issues. I have worked as an advisor to criminal counsel in health care related federal criminal prosecutions. I have strong interpersonal skills, and enjoy writing, speaking and giving presentations. I am flexible and adaptable. I have a good sense of humor and patience.
